Determine Feasibility of Employee Shuttle System 

Measure

The County will conduct a study of travel patterns by County employees to determine the feasibility of a shuttle system that would bring employees from major transit stations to County offices. The County may collaborate with other major employers in the region to promote ridership.​

​Status of Implementation

As part of the FY 24-25 budget, the Department of Personnel Services was funded to expand the County's Transportation Management Association (TMA) membership from just the downtown complex to County-wide and all employees now have access to TMA benefits. This includes emergency rides home for registered commuters using alternative modes of transportation, carpool matching services, and transit assistance. The TMA also provides the County outreach and educational services by tabling important employee events, hosting bicycle rides and repair events, and conducting employee commute surveys.

The creation of a study and/or the provision of an employee shuttle service may be best served using a TMA model so that the resources of employers in a regional work hub such as the Downtown or Bradshaw Road area can be merged to achieve economies of scale with the ultimate service provided by the TMA.

The County held off surveying for baseline employee commute patterns during COVID and during development of the post-COVID work from home policy which was approved in June 2023.  The post-COVID policy provides that County employees may work from home two days a week when feasible. 

Starting in June 2024 through October 2024, County employees have been and will continue to be invited to participate in an employee commute survey, coordinated by the TMA as a service with the new County-wide membership. This survey will inform future actions and initiatives.
