Coordinate With Other Agencies on Floodplain Mapping Updates and Identification of Improvements to Protect Vulnerable Populations, Functions, and Structures

Measure Su​​mmary

The impact of sea level rise will manifest gradually over the century, and according to current projections, 8 percent of Sacramento County is at risk of inundation from a 1.41-meter rise in sea level coupled with a 100-year flood event. The County will coordinate updates to floodplain mapping that include changes in Base Flood Elevations with sea level rise inputs to inform future planning and investment decisions. Additionally, the County will rely on partnerships with agencies and organizations conducting sea level rise research to identify specific actions that protect the county and adjacent areas in the region.

​Actions​​

Action SLR-01-a: Coordinate with the applicable reclamation districts, Federal Emergency Management Agency, and California Department of Water Resources to regularly update floodplain mapping for potentially affected areas to reflect changes in base flood elevations that account for sea level rise. ​ Status: Ongoing.


Action SLR-01-b: Partner with the applicable reclamation districts to establish measures to protect populations, functions, and structures within the affected areas including continued maintenance of reclamation district levee systems and relocation of vulnerable communities, infrastructure, and facilities where applicable. Partner with community-based organizations serving vulnerable communities in all aspects of the planning process. Status: Ongoing.

​Status of Im​​​ple​​mentation

In 2019, SacOES received a flood emergency preparedness grant from the California Department of Water Resources for the purpose of improving local and regional flood emergency response capacity in the Sacramento-San Joaquin Delta region. Flood fight capabilities have been increased through the development of strategically located flood fight yards in which investments in flood fight materials and equipment to protect communities, are being located. This effort enhances coordination and bring incident visibility and situational awareness to partners during flood fight event.  

Additionally, an investment was made in the development of the Flood Operations Decision Support System tool – a web-based platform designed to assist in incident management, information sharing, common operating picture availability – in which there is housed historical and real-time flood data, logistics management, and more.  

The County DWR Drainage Division continues to coordinate with various federal, State, and local agencies on floodplain mapping updates and new FEMA floodplain requirements, in addition to outreach to County residents regarding flood hazard areas, mitigation efforts and the National Flood Insurance Program (NFIP).  Currently the County is a Class 2 community in the FEMA NFIP Community Rating System (CRS); resulting in a discount of up to 40% on flood insurance premiums for homeowners, tenants, and businesses.  

The DWR Drainage Division also manages the Hazard Mitigation grant program, which mitigates flood risk by elevating structures that are susceptible to damage during flood events.
